Food, drugs, cosmetics, medical devices and household hazardous substances cannot be legally imported, distributed or sold in the Philippines without going through the Food and Drug Administration (FDA). Products on the market without the right authorization face seizure, recalls and penalties that reach the importer and the retailer alike.

Authorization comes in two layers. The company itself must first hold a License to Operate (LTO) in the correct capacity, such as importer or distributor. Each product is then authorized individually, through a Certificate of Product Registration or the notification route that applies to its category. Cosmetics, for instance, follow the ASEAN notification system, which is faster than full registration but carries its own documentary standards.

Labeling is regulated with equal force, and shipments are checked against it. Reviewing labels before printing and shipping is far cheaper than relabeling a held container.

Common questions about product registration

What is the difference between an LTO and a CPR?
The License to Operate authorizes your company to engage in an activity such as importing or distributing. The Certificate of Product Registration authorizes a specific product. You need the LTO first, and each product then needs its own authorization.
Cosmetics follow the ASEAN cosmetic notification route, which is generally faster than full registration but still requires a compliant product file, ingredient review and proper labeling before the product is placed on the market.
Commercial importation before the authorization issues is not permitted and shipments can be held or seized. Limited exceptions exist, for instance samples for registration purposes, and we advise what is safe in your situation.
It varies by product category and the completeness of the dossier: notifications can move in weeks, while registrations for higher-risk categories take longer. A right-first-time dossier is the single biggest factor, which is where we put the work.
Yes. Both LTOs and product authorizations have validity periods and must be renewed, and changes to the product, its label or your supply chain can require variations. We keep the renewal and variation calendar as part of the engagement.
