Overview
Two processes that are often confused
Reclassification and conversion sound alike but are handled by different authorities. Reclassification is a zoning act: the city or municipality changes the classification of land, for example from agricultural to residential or commercial, through an ordinance under its land use plan. Conversion is the approval to actually change the use of agricultural land to a non-agricultural use, and it is granted by the Department of Agrarian Reform.
Many buyers assume one covers the other. A favorable zoning reclassification does not by itself authorize the conversion of agricultural land, and developing without the right approvals can expose the land and the project to serious problems. Which process applies depends on the land’s history, current classification and agrarian reform coverage. If the LGU has rezoned my land, do I still need DAR approval?
Often, yes. Reclassification by the LGU changes the zoning, while DAR conversion authorizes the actual change of use of agricultural land. Whether DAR approval is still needed depends on the land’s history and status, which we confirm for your case.
Can any agricultural land be converted?
No. Some agricultural land is restricted from conversion, depending on factors such as agrarian reform coverage and its agricultural value. We check the land’s status before you invest in the application.
Should I convert before or after buying?
